What We Do

An Organization should recognize that the key to success in HSE management is knowing where its own roles and capabilities need to be supplemented by the resources of external HSE consultants to form a complete and effective set of activities in delivering on developmental HSE objectives.

Fire Safety & Risk Management

With the high fire risk exposure and occurrence of catastrophic fire incidents in the energy industry, this service is developed to assure a safe operation of facilities by reducing the burden of unwanted fire through the applications of science and engineering. Generally, fire safety management is all about reducing the probability of unwanted ignition of any combustible material (preventive controls) and minimizing the consequence or impact of fire to people, property and business (protective controls). To achieve this, fire risk assessments are conducted to aid fire safety decision making which ultimately is all about producing acceptable levels of risk in relation to: life loss and Injury; property damage; and disruption of operation. To adequately assess the level of fire risk, there is need to conduct quantitative analysis (consequence modeling) to determine unfavorable conditions (and their impacts) that may arise as a result of a fire after which the possibilities (likelihood) of these consequences will be analyzed to arrive at a particular risk level. Then fire safety decision making in terms of preventive and protective controls would then be made. This entails designing buildings to reduce the chances of a fire occurring and control it more effectively once it has started; inevitably there will be many situations where humans are caught in burning structures. Fire design must assume this worst case and include factors which will help people escape.

Our fire safety & risk management services will help clients go through this process from design to operation of their facilities. We can also examine already existing buildings/facilities and recommend improvements in fire safety management of the facilities. Our complete fire safety & risk management services include

  • Fire Risk Assessments for new and existing facilities
  • Hazardous/Electrical Area classification studies
  • Active and Passive fire protection studies
  • Flammable gas, toxic gas & fire detection studies
  • Escape, Evacuation and Rescue studies
  • Consequence modeling –  Release & Dispersion modeling, Fire modeling and Explosion modeling.

Human Factors Integration & Ergonomics

With the growing complexity of our facilities and about 90% of industrial accidents traceable to human errors, integrating human factors into facilities design and construction has become imperative. Although, human errors are not the root cause of these accidents, a deficient system made the human error possible leading to disasters. In today’s design world, human factors integration into design is all about designing the facilities to make human error almost impossible (i.e. make it difficult for operators to make mistake that will lead to a disaster by using human-oriented displays/controls, interlock systems etc.). Before these protections are designed, human factors analyses (Human Error Identification & Human Reliability Assessment) need to be done to determine possible error scenarios and error resilience of the systems. The results of these analyses are then integrated into the design of the facilities. This is why human factors analysis has now become an important part of safety and risk management.

In spite of this new focus on human factors integration, there is still a lot of confusion and misunderstanding universally on how this can be adopted by companies using a generic framework for consistent application. This is as a result of absence of common approach from industries. This service is developed to provide our clients with a consistent and effective means of integrating human factors into their facilities design and construction. This service is all about designing facilities and equipment to match human psychological capabilities and limitations. We also provide consultancy services in the other arm of human factors - designing facilities and equipment to match human physical capabilities and limitations – Ergonomics. There are several Human factors and ergonomics methods/analyses available, the methods to use and other human factors integration deliverables would depend on clients’ needs and project scope. Our Human Factors Integration & Ergonomics services include:

  • Control Room Layout & Design
  • Critical Task Identification and Analysis
  • Ergonomics Design - Workspace / Workplace
  • Human Error Identification, Analysis and Reduction
  • Human Factors Support to Safety Case
  • Human Machine Interface Design and Assessment
  • Human Reliability Analysis
  • Musculoskeletal Risk Reduction
  • Procedure Review and Development
  • Training and Competence Requirements

Technical Safety Studies, Reviews & Development

International Oil Companies (IOCs) and top Nigerian energy companies have well established risk management process, capabilities to conduct technical safety studies and capabilities to develop technical documentations on facilities protection. Although, they often outsource these services sometimes due to resource shortages or time constraints. As new firms enter this industry, there is need to properly setup risk management process that will match industry standard. This process will provide a guide on the technical safety studies (iHAZID, PHA, LOPA etc.) that will be conducted during facilities design and technical documentations that will be generated (Design Safety Case, Operational Safety Case etc.). Our Technical Safety Studies, Reviews & Development services would help our clients (existing and new energy companies/service companies) fulfill this goal in a cost effective manner which include:

  • Fit-for-purpose enterprise-wide Risk management process development (including software for documentation, tracking and analysis)
  • Facilitation of technical safety studies and reviews (iHAZID, PHA, LOPA etc.) and development of reports
  • Development of Safety case and other technical safety documentations

Safety Performance Improvement Programmes

Over the past 100 years, the world of workplace safety has experienced dramatic improvements that have saved thousands of lives. During this period, we have seen safety management go through different developmental stages with different areas of focus, action logic, tools and measures of success. Initially, improvement in safety performance was driven by regulation, followed by management systems and then behavioural based safety systems in recent past. With all these, which most companies adopt, they have not been able to produce extra-ordinary safety performance of zero incident, hence the need to shift focus to values-based approach which will guarantee sustained extra-ordinary safety performance. This approach will be anchored on human and organizational performance development creating the right culture for effective integration of people, tools and processes.

Astel Risk & Safety Consulting is distinguished from competitors with the provision of this service in a fit-for-purpose manner. Our safety performance improvement programme is developed using cutting-edge technologies (in human sciences and engineering) to complement existing safety processes and systems of an establishment. The programme can be adapted to both projects and operations.

Technical and Occupational Safety Training Management

Just as this firm is setup to bridge the technical gap of how safety and risk is managed in the energy industry, there is need for the industry to develop competencies in safety & risk engineering locally to effectively service the growing industry. There are a couple of technical courses that are required in this field but are not often delivered in-country. We are poised to utilize opportunities presented by this trend to bring these needed courses closer to engineers aspiring to grow in the area of technical safety and risk engineering. Our aim is to help professionals seeking to take the next step in their careers in terms of competency development and qualification. In addition to providing technical safety courses, we also provide safety trainings covering areas in occupational health and safety. For occupational health and safety training management, we use the ANSI standard (ANSI/ASSE Z490.1 - American National Standard Criteria for Accepted Practices in Safety, Health and Environmental Training) for the development, delivery and evaluation of HSE training programmes for clients. This is a professional standard for how to plan and conduct training programs in environmental health and safety. It establishes best management practices for how training should be formulated, presented, and assessed.

Occupational Health, Safety & Environment Management Systems Support

With the availability of internationally recognized ISO standards on Occupational health & safety (OHSAS 18001) and environmental management (ISO 14001), most companies in the industry develop their Safety management system (SMS) and Environmental management system (EMS) to meet these standards. Since the standards are goal-setting standards, companies might use the same strategic means but different tactical/operational plans to achieve the goals of the standards. With this, there is need to audit the systems for consistency with the goals of the standards and monitor the performance of the systems for continual improvements. Our SMS & EMS support service will help clients develop and implement components of their safety and environmental management systems to meet and exceed guidelines and standards. We also provide manpower resources for effective implementation of safety systems and processes. Our detailed OHS E MS support services will include:

  • Development of safety management system and integration using novel approach
  • Development and implementation of safety and environmental management systems components (HSE manuals, HSE plans, procedures etc.)
  • Provision of integrated and specialized software applications for the management of HSE systems
